About Construction Training Fund

Construction Training Fund (CTF) is a Statutory Authority for the construction workforce. We help ensure Western Australia’s building and construction industry can meet the demand for skilled workers and create a safe, sustainable future for all who work in the industry.

We provide support to attract and retain workers by promoting training and skills development. Together we are supporting a diverse and skilled workforce for resilient, sustainable and balanced growth that benefits the entire community.

For employers, CTF offers grants for offsetting the cost of hiring an apprentice. This initiative provides employers with the confidence to invest in the construction workforce future.

We work with organisations of all sizes, as well as industry peak bodies, state and local government, schools, teachers, students, parents and individuals in the community to encourage a fulfilling and rewarding career in the building industry. Additionally, we strive to encourage working environments that promote mental health and inclusivity.

How Construction Training Fund works

CTF is a statutory body that collects a 0.2% training levy on all building and construction projects in Western Australia greater than $20,000. Revenue from the levy is channeled back into the industry with programs that support workforce training, upskilling and career-enhancing opportunities.

Our team also educates current and future workers about the variety of exciting, high demand roles and benefits on offer. We advocate construction as a career of choice for all people, from all backgrounds and connect you with the right support to help with your chosen pathway in construction.

Our History

CTF was established in 1990 as the ‘Building and Construction Industry Training Fund’ under the Building and Construction Industry Training Fund and Levy Collection Act. In 2009, we changed our name to Construction Training Fund.

We are managed by a Board of industry representatives appointed by the Minister for Education and Training. Our team consists of dedicated individuals who assist stakeholders in areas such as levy payments, eligibility, processing claims for grants and subsidies, training initiatives, pre-apprenticeship options, career advice and pathways, and industry research and insights.

The Board delegates its day-to-day authority for running the Construction Training Fund to the CEO.

Our Board’s priorities are to:

  • Maintain a financially sustainable model to ensure WA’s building industry has access to job-ready workers
  • Develop and administer programs that support the current and future needs of the construction workforce
  • Conduct an industry engagement plan yearly
  • Deliver quarterly reports on industry issues
  • Make annual submissions to relevant occupation lists and training profiles

Strategic Plan for a safe, skilled and sustainable workforce

At CTF, we understand the value of training for safer workplace sites, increased efficiency and happier, more engaged employees. We help by delivering support to construction workforces for growth and prosperity.

Our strategic plan drives action and support in the industry to manage the demand for skills and improve the skills base across all sectors of the construction workforce - resources, residential, commercial and civil.

Our vision is that the construction industry is a career of choice, and is safe, skilled and sustainable.

Our mission, in collaboration with our stakeholders, is to offer initiatives to develop and sustain an agile construction workforce and to advocate construction as a career for everybody.

Our core values are to act with leadership and integrity while facilitating a sustainable construction industry through agility and collaboration.

Support for the wider community

Community support is crucial to the future of a safe, skilled and sustainable industry.

CTF raises awareness in the community by funding awards and events, sponsoring activities (like the PFL Colts footy team) and encouraging excellence in training.

We conduct regular, extensive research into the WA building and construction industry and have a number of resources available for your benefit.
